After looking at it today I wouldn't be worried at all about it coming out under use as just trying to get it out by force was hard enough. When the original linkage is removed to eliminate governor behavior you are starting the bike with the throttle completely closed. Now you need to use your left hand to slightly open the throttle during startup. Rotate the crankshaft (part#32) so that you can easily pull the governor arm out with pliers. You may have to tap the top governor arm with a bolt to loosen it, then yank it out with a pair of pliers. Note, the governor arm actually says "ARM" on it. 5.
